BACKGROUND INFORMATION The way in which governments are administratively structured or organized at different levels within the public sector forms the foundation for effective public management. The number of government departments or agencies at each level–as well as the organization’s size and organizational structure–are critical factors in the ability of public organizations to manage and achieve their public policy objectives effectively and efficiently. This is especially true for federal, state and local government agencies in the United States, which are among the largest organizations in the world.
